2014 Budget set for Oct 25


PUTRAJAYA: Budget 2014 will be tabled in Parliament on Oct 25.
Prime Minister Datuk Seri Najib Tun Razak in announcing the date also said a Fiscal Policy Committee had been set up aimed at reducing fiscal deficit, strengthening public finances and ensuring the nation's long-term fiscal sustainability.
Najib, who is also Finance Minister, said he would chair the committee which would include selected Cabinet ministers and heads of departments.
“This committee will be served by a fiscal policy office at the Treasury. This is to underline the seriousness in terms of managing our fiscal position and reducing our fiscal deficit,” he said in his opening speech at the 2014 Budget Consultation session.
Najib said the Government is on track in reducing the fiscal deficit further, from 4.5% of the Gross Domestic Product (GDP) last year to 4% this year.
“Our aim is to meet the medium-term fiscal target of around 3% of GDP by 2015 without jeopardising the growth momentum of the domestic economy and on-going fiscal support for transformation initiatives.

“This will be achieved through a judicious mix of prudent but productive spending, and strengthening revenue enhancement measures that include better tax returns and enforcement by the Inland Revenue Board,” he said
Yesterday's session was the first of a series of sessions with the theme “Fulfilling Promises, Accelerating Transformation” to be conducted by the Finance Ministry in preparing the Budget 2014.
It involves a total of 236 representatives from all government departments and agencies, financial institutions, manufacturers, agricultural, construction, transportation, telecommunication, consumer associations and chambers of commerce.
Najib added that the Government had taken various initiatives to enhance the nation's competitiveness through the promotion of innovative and high value added economic activities.

  4. Budget 2014 is particularly important because it is the first Budget after the 13th General Election, when all the Government’s election promises will need to be addressed.

  5. Indeed, this Budget could show the way for a new Mid Year 5 Plan, based on the election promises and feedback from voters who have sent powerful signals to the political leaders from all sides.
    So what do we want from Budget 2014?

  6. Firstly, our economic structure has to be improved. The Budget provides the best instrument and occasion to promote higher competitiveness. For this we have to remove the worst elements of the New Economic Policy and move on to the New Economic Mod

  7. There should not be policies and programmes that are race-based. The economy has gained much in terms of poverty reduction and bumiputra restructuring of equity and ownership, thanks to some success of the NEP. Many would argue that the 30% bumiputra equity has already been achieved. Hence an independent review would help to clear the doubts.

  8. Nevertheless, a proper adoption and application of the New Economic Model will strengthen the country’s socio-economic structure. It will build sustainable growth and equitable income distribution into our economic system.

  9. This review should also courageously reject new requests for more than 30% equity for investment and ownership and for contracts, licences and permits and quotas.

  13. RM58.6 bilion diperuntukkan bagi Emolumen dan RM33.7 bilion bagi perkhidmatan dan bekalan.
    RM30 bilion diperuntukkan bagi sektor ekonomi untuk menampung keperluan infrastruktur perindustrian serta pertanian dan pembangunan luar bandar

  14. RM11.1 bilion diperuntukkan bagi sektor sosial termasuk pendidikan dan latihan, kesihatan, kebajikan, perumahan serta pembangunan masyarakat.
    RM4.6 bilion diperuntukkan bagi pembangunan sektor keselamatan, RM2 bilion bagi pentadbiran am dan RM2 bilion untuk simpanan luar jangka.

  20. Belia jadi tumpuan Bajet 2014

    PUTRAJAYA – Perdana Menteri, Datuk Seri Najib Tun Razak berkata, antara cabaran yang dihadapi ekonomi negara ialah dalam pembangunan potensi pertumbuhan sektor perkhidmatan, meningkatkan modal insan dan pengurusan bakat bagi wanita dan belia serta menguruskan pembaharuan fiskal.

    “Bidang-bidang berkenaan perlu ditangani dengan sewajarnya untuk memastikan pertumbuhan yang mampan dan inklusif,” kata beliau dalam ucapan perasmian majlis Konsultasi Bajet 2014 di sini semalam.

    Malaysia mempunyai penduduk yang agak muda, katanya, yang memerlukan kerajaan melabur dengan banyak terhadap pembangunan belia, khususnya dalam pendidikan dan latihan kemahiran.

    Perdana Menteri berkata, golongan belia hari ini lebih berpendidikan, cekap ICT (teknologi maklumat dan komunikasi) dan juga berkait kepada rangkaian sosial melalui blog, Facebook dan Twitter di mana maklumat yang tepat dan tidak tepat merebak dengan cepat.

    “Mereka juga mengharapkan lebih banyak peluang dari segi pendidikan tinggi, pekerjaan, keusahawanan dan pemilikan rumah yang mampu milik. Di samping itu, mereka mahu suara mereka didengar.

  21. Kerajaan perlu input untuk Bajet 2014

    Kerajaan memerlukan input dari pelbagai pihak di negara ini bagi menyediakan Bajet 2014 yang dijangka dibentangkan pada Oktober ini.

    Menteri Kewangan II, Datuk Seri Ahmad Husni Hanadzlah berkata, pihak yang mempunyai input tersebut termasuk golongan profesional dan pertubuhan bukan kerajaan boleh menyerahkan memorandum, e-mel atau kertas kerja kepada kerajaan untuk dipertimbangkan.

    Katanya, langkah itu bagi memastikan bajet yang bakal dibentangkan memenuhi keperluan rakyat.

    "Kita akan mengkaji input-input yang diberi secara teliti memandangkan kita mahu ia menjadi bajet rakyat. Maksudnya rakyat menyediakan kesemua maklumat dan apabila kita bentang bajet itu nanti, ia bukan sekadar bajet kerajaan tetapi bajet rakyat.

    "Setakat ini, satu siri pertemuan kumpulan fokus sedang diadakan oleh Kementerian Kewangan untuk mengumpul maklumat dan input bagi bajet tersebut," katanya pada sidang akhbar selepas program sarapan bersama penduduk Kampung Tengku Hussein, Manjoi di sini hari ini.

    Yang turut hadir Ahli Dewan Undangan Negeri (ADUN) Manjoi, Mohamad Ziad Mohamed Zainal Abidin.
