Sabah public service sector excels – Sukarti

KOTA KINABALU: Sabah has yet again received recognition for its excellent performance in the public services sector.
The State’s Finance Ministry was given 5-Star rating, the highest recognition under the Star Rating System (SSR), while the rest of its nine ministries were all awarded 4-Star rating for their performances last year.

State Secretary Tan Sri Sukarti Wakiman, in revealing this, said all the ministries performed excellently and recorded over 90 per cent marks for Core Services, which was one of the three main components evaluated for the rating. The other two components were Management and Client Management.

“For the management component, the results however revealed that all ministries need to make adjustments to further improve their excellence level.
“For the client management, the panel finds that all ministries did not receive satisfactory results and need to improve efforts in delighting the customers, enhancing online services and following their client’s charter,” he announced during the State civil servants premier gathering with the Chief Minister Datuk Seri Musa Aman here yesterday.

Under the last component, ministries were also advised to conduct online study about their clients, and review the effectiveness of their existing promotional programmes.

SSR was introduced by the Malaysian Administrative Modernisation and Management Planning Unit (Mampu) to rate the excellence of government agencies towards improving the service delivery system.

The State SSR panel included Sukarti as chairman and representatives from Mampu headquarters, Mampu Sabah branch and Sabah National Audit Department among others.
The rating for this year was awarded based on the evaluation held between Jan 16 to May 16 last year.

The ministries that received 4-Star rating were Industrial Development, Tourism, Culture and Environment, Rural Development, Youth and Sports, Community Development and Consumers Affairs, Local Government and Housing, Resource Development and Information Technology (IT), Infrastructure Development, and Agriculture and Food Industry.

Moving forward, Sukarti said the ministry awarded with 5-Star rating not only need to maintain its rating but also to further improve its marks in all the main components evaluated, while the rest must strive towards improving their overall rating.

In the meantime, he reminded civil servants of their roles to uphold the good image of the government and their commitment in rolling out the programmes outlined by the government. He also urged them to serve their clients as they would want to be served if they were in their place.

“The fact is that public servants are also customers who deal with various government agencies. So I suggest that when you deal with government bodies, you could take the experience as an input on how to improve the services under your agency or department,” he added.
