PM LAHAD DATU: Govt not hiding info on incident -Najib

KANGAR: The government has never tried to hide any information on the armed intrusion in Lahad Datu and nearby areas, said Datuk Seri Najib Razak.

The prime minister said as usual, the government would take a little time to obtain complete information on any incident before disseminating that information.
"That is why we did not release the information (on the Lahad Datu incident)  earlier...we waited a little. We were not covering up and not wanting to tell the people. We needed to give a clear and accurate picture. We didn't want to be hasty in releasing information.
"We don't want to be accused of scaring the public. We wait for a clear picture. I have directed the Inspector-General of Police and Malaysian Armed Forces chief to make statements (when there was enough information," he said after officially opening the main campus of Universiti Malaysia Perlis (UniMAP) in Pauh, near here, today.
Najib said he believed the people understood this, and that the government was on the right side.
"We have all this while taken care of the sovereignty, peace and security in Sabah and elsewhere in the country," he said.
On the incident where scores of residents beat up to death a man armed with an M16 and believed to be involved in the ambush that killed a police officer and four policemen in Kampung Sri Jaya, Siminul, Semporna last night, Najib aid it
showed the people's anger with the group of armed intruders.
"They had acted on their own to save villagers who were held hostage. They showed extraordinary courage. They were opposed to the armed intrusion and acted  without fear of losing their lives," he said.
Najib, however, has not received information on the number of villagers who were held hostage.- BERNAMA

MUSA: DON’T BE DUPED BY OPPOSITION’S LIES

20th January, 2013
BEAUFORT: Chief Minister Datuk Seri Musa Haji Aman said the people should not be hoodwinked by the opposition’s lies that the Barisan Nasional (BN) government has brought no development to Sabah.
“The opposition pretend to be blind and deaf as though nothing is happening in Sabah when it is very clear that so many developments are taking place all around us,” he said.
“The opposition said they pity the people of Sabah because there is no development but this is a blatant lie … the people know the opposition are lying.
“The people understand that the government has spent billions of ringgit on development through funding from the state government and federal allocation approved by Prime Minister Datuk Seri Najib Tun Razak who is very sensitive to our needs.
“We must be thankful for this,” he said at the Klias Christmas celebration organised by Umno Beaufort at Dewan Pa’ Musa here yesterday.
Musa who is also Sabah BN and Umno chairman assured that more development would be coming to Beaufort as well as other areas in Sabah.
“This is what we are doing not only in urban but also in rural areas … this is our election promise and if we are given the mandate again we will use it wisely for the benefit of the people,” he stressed.
Musa said State Cabinet members comprised all ethnic races in Sabah because in developing the state, cooperation from all communities was needed to make sure nobody would be left out.
Earlier, the Chief Minister said it has been a tradition for the people of Malaysia, particularly in Sabah to celebrate all festivities irrespective of religion and race.
“Even though we are from various ethnic groups, we can celebrate our festivities like Christmas in full harmony and peace,” he said.
The presence of the KDM community as well as people from other backgrounds at this belated Christmas celebration, he said, reflected the harmony, peace and unity enjoyed by the people of Sabah.
Happy with the huge turnout, Musa said Beaufort was special to him because it was his birthplace.
“As Chief Minister I assure that we will continue to bring development to Beaufort so that it can be at par with other districts not only in Sabah but the rest of the country,” he said.
Musa was also satisfied with the district development briefing by district officer Wong Fu Tien and the commitment shown by the elected representatives in serving their constituents.
“What is important is that the BN government continues to be sensitive to the people’s needs. The Prime Minister wants us to go to the ground to see what more can be done for the people,” he said.
Meanwhile, Community Development and Consumer Affairs Minister Datuk Azizah Dun who is also the Klias Assemblywoman and Beaufort Umno acting chief, Isnin Aliasnih said the huge attendance was a manifestation of the people’s support for BN, Umno and the leadership of Musa.
“So many people have come to be with us today,” said Azizah.
Isnin said the Chief Minister’s presence reflected his affection for the people here.
Later, Musa accompanied by Azizah, Isnin, organising chairman, Datuk Kimjus Duim, Rural Development Minister Datuk Ewon Ebin, Deputy State Assembly Speaker, Datuk Johnny Mositun, Kuala Penyu Assemblyman, John Teo Mau Sang, UPKO Beaufort Chief, Datuk Wences Angang and district church leaders cut a Christmas cake to mark the celebration.
Musa also presented contributions to 18 churches and chapels in the district. More than 3,000 people attended the celebration yesterday.

Bomb scare forces hearing to be put off

Kota Kinabalu: THE first day of the RCI hearings was cut short following a bomb scare that saw the courthouse complex evacuated 45 minutes after lunch break.
Conducting Officer, Manoj Kurup, was wrapping up questions for the third witness when he was stopped by RCI Secretary Datuk Saripudin Kasim who later spoke to RCI Chairman, Tan Sri Steve Shim.
Shim then announced that the proceedings had to be adjourned for a short break due to some emergencies at about 2.45pm and immediately after that, police personnel came requesting everyone to leave the building until further notice.
City Police Traffic and Public Order Chief, DSP Peter Umbuas, with a loud hailer advised a large group of people from the courts as well as public standing in front of the courthouse gate to disperse "to avoid any risk."
The two roads in front of the courthouse were also cordoned.
Less than 15 minutes later, a team from the police bomb disposal unit arrived followed by the K-9 unit to sweep the courthouse.
One hour later, City Police Chief ACP Jauteh Dikun who was overseeing the procedure gave the green light for the court personnel to return and declared it as a hoax believed aimed at disrupting the RCI proceedings.
Speaking to reporters, he said the court telephone operator received a call at about 2.30pm from a man who spoke in Malay claiming there was a bomb wrapped in a plastic bag placed inside one of the rubbish bins in the courthouse.
"Based on the information we made a thorough inspection and found no such object," he said.
Jauteh said police were investigating the case and would be tracing the phone call.
The RCI public hearing nonetheless did not proceed as it had been adjourned to 8.30am today.
The RCI hearing will go on until January 18 and resume from January 28 to February 1, February 22 to 27.

Big jump in 1991 census

Published on: Tuesday, January 15, 2013

Kota Kinabalu: Sabah's demography changed drastically in 1991 when the Population Census showed out of the 1.7 million people in Sabah, about 423,000 of them were non-citizens, a historian said.
"This is not because of a natural population increase but due to non-citizens. Who they were the census didn't mention," said Prof. Emeritus Dr Ranjit Singh a/l Darshan Singh.
Testifying before the Royal Commission of Inquiry (RCI) on Illegal Immigrants in Sabah chaired by Tan Sri Steve Shim on the first day of the public hearing here, Monday, he said in the 1970 Sabah Census the population was 651,000 and there was no category for non-citizens.
In 1970, the Dusun community was the majority with 183,000, Murut (30,000), Bajau (77,000), Brunei (28,000), Tausug/Suluk (10,000), other indigenous group (87,000) and Chinese (138,000).
Ranjit did not believe the 423,000 non-citizens in the 1991 census were transient people as suggested by a RCI panel member, Tan Sri Herman Luping.
"With due respect to my understanding transient people are those coming in and out using boats and ships. As far as I am concerned when a government takes a census, it is the people who are residing at the place.
"I think they were residing in Sabah but without citizenship," said Ranjit who led the successful Malaysian litigation team for the Sipadan and Ligitan islands claim at The Hague in 2002.
Based on his book "The Making of Sabah" (1865-1991) third edition, which was later tendered as an exhibit, the first official census in Sabah was conducted in 1891.
It showed that the total population in Sabah at that time was 67,000 with the Dusun making the bulk of it with 34,000, Bajau (11,000), Brunei (3,000), Suluk (3,700), Murut (not available), Orang Sungai (unknown), other indigenous people (6,000) and Chinese (7,000).
Based on his extensive research during the course of the Sipadan and Ligitan Islands litigation case, he said the most dominant Sultanate in Borneo was the Brunei Sultanate, which in 1521 was already a large empire.
Brunei was so powerful that it had established "jajahan" (dependence) in Sarawak and Sabah where it controlled 23 rivers such as in Pandasan, Inanam, Menggatal, Api-Api, Kimanis, Benoni and Tuaran among others.
The Brunei came as traders and administrators establishing settlements in Tuaran and Papar.
"In my research the Dusun, Kadazan (a term used in 1920 in Papar for the more urban Dusun), Brunei Malay and Bisaya lived along the West Coast in the 16th century," he said.
But later on the Sulu Sultanate began to emerge as another centre of power in the region because it was dealing with European independent traders doubling as gun smugglers who wanted to get supply of products that could be found in Borneo in exchange for weapons.
So as Sulu became an important market, they needed manpower, hence they began to settle in Sandakan, Marudu, Tempasuk and Pandasan, he said, adding that the Sulu Sultanate capital is where present day Jolo is in the southern Philippines.
He said the Sulu people comprising the Tausugs, Bajaus and Irranuns came in the late 18th century, hence changing the demography of Sabah.
He stated that they began to intermarry with the locals such as in Paitan River where, he said, while Sabah people might not agree, historical evidence showed that the Orang Sungai were a mix of Sulu-Bajau-Dusun people.
By the late 18th century there were at least six communities in Sabah, he said.
On another note, he said the whole of Sabah was only joined together in 1902 after the arrival of the British North Borneo Chartered Company who came and took over the rivers.
In 1881, he said the first Governor, W Hood Treacher, started a scheme to bring in Chinese labour to plant padi in Inanam and this also changed the demography of Sabah.
Ranjit who had written four books and 50 articles said the history of Sabah showed there had been settlements going back to 30,000 years ago and that there was no proof to show that the people of Sabah originally came from South China or vice versa, as the Wave Theory had suggested.

325,000 registered under Kad Burung-Burung during PBS

Published on: Tuesday, January 15, 2013
Kota Kinabalu: The Royal Commission of Inquiry (RCI) on Illegal Immigrants in Sabah was told that the Parti Bersatu Sabah State Government registered 325,000 mostly undocumented foreigners during a census exercise from 1987 to 1992.
Testifying at the public hearing here, Monday, former head of the Settlement Unit in the Chief Minister's Department, Abd Jaapar Alip, said a study on the transient population in Sabah was conducted in 1987 that also involved registration of foreigners.
It was done in two phases with the first being a census conducted in collaboration with the Institute for Development Studies (IDS) by going to houses where suspected illegal immigrants were staying.
The second phase was to register them for the issuance of the Temporary Registration Card.
According to him, those registered in the census would be asked to fill up a form after which they would be given the Temporary Identification Receipt, which was popularly known then as "Kad Burung-Burung" due to the Kingfisher bird State emblem imprinted on it.
After all the particulars in the forms had been keyed in into the computer at the unit's office the Temporary Registration Card would be issued and the "Kad Burung-Burung" returned back to the unit.
To a question by Conducting Officer, Manoj Kurup, Abd Jaapar said the document was not recognised by the National Registration Department (NRD) as a valid identification document.
For the record, Manoj is one of the three Conducting Officers appointed by the Yang di Pertuan Agong to assist the RCI. The others are Dato' Azmi Ariffin and Jamil Aripin.
"It was issued to all foreigners of various nationalities," he said.
He also admitted that the census exercise was actually to find illegal immigrants in the State.
Earlier, he said the Settlement Unit (then known as Settlement Division) was established in the Chief Minister's Department in 1976 during the Berjaya Government mainly to look after the five Filipino refugees' settlement scheme located in Kinarut, Telipok, Kampung Bahagia Sandakan, Kampung Selamat Semporna and Kampung Hidayat Tawau.
The unit was the authority in determining refugee and displaced people status up until 1984 where the number of people given such refugee status was 73,000, he said.
He said there were five criterion for an individual to be qualified as refugee namely those who came from Region Nine, which he explained was Southern Philippines; those who are directly involved in conflict; arrived in Sabah between 1970 and 1984; must be a Muslim and; "willing to stay permanently in Sabah."
When asked, he said those "applying" to be given refugee status sometimes came by themselves or brought by others from among themselves.
Asked why the period was only up to 1984, he said it was because hostility had stopped in the southern Philippines that year.
The applicants would be interviewed by specially trained personnel of the unit, he said, adding that often these people would not have any identification document.
"It was only based on their words," he said, adding that the decision would be made by the person who conducted the interview.
After a person was found to be qualified, a Registration Acknowledgement Receipt would be issued and the application form submitted to the Immigration Department for the issuance of IMM13 document or known then as Social Work Pass, he said.
After the Immigration Department had issued the IMM13/Social Work Pass the refugees would be called to return the Registration Acknowledgement Receipt to the unit and take their IMM13/Social Work Pass.
According to him, the unit had kept a record of all the serialised receipts issued from 1976 to 1985.
Refugees who wished to stay in one of the five settlement schemes would be issued with the Settlement Identification Card although it is not recognised by the NRD as a valid identification document, he said.
Abd Jaapar said that by September 1985, the State Government had directed that the exercise to be stopped with immediate effect.
Asked if he knew the reason for it, he answered in the negative.
"But there was a change in State Government (PBS took over the State Government from Berjaya)," he said, adding that shortly after the unit was tasked to handle the "Kad Burung-Burung" through the study on transient population.
Abd Jaapar said that in the course of the study they also discovered there some 9,000 refugees who were left out from the 1976-1985 registration exercise.
"We raised the matter to the higher authorities and discussions were held with them such as the Immigration Department É and the decision was to allow us to review the list and see if there were those qualified to be given refugee status," he said.
He said there was a standard operating procedure (SOP) which had been discussed and agreed upon by the Immigration Department that served as guidelines in the processing the refugee status.
However, Abd Jaapar said as of 2007 he did not know whether the 9,000 people had been issued with the IMM13 to give them the refugee status because he was transferred to the Water Department in 2008.
He told the RCI panel that when he was transferred the forms had yet to be sent to the Immigration Department for processing.
"I don't know," he said, adding he was replaced by Mohd Jairi Jaya when asked by RCI Chairman, Tan Sri Steve Shim.
Shim then asked the Conducting Officers to think if it was necessary to subpoena Abd Jaapar's successor to testify in the public hearing before the RCI.
Meanwhile, when asked by the Conducting Officer the reason the unit did not refer the 325,000 illegal immigrants detected during the census in 1985 to 1992, Abd Jaafar said the unit had in fact also provided the information to the relevant authority.
"Maybe the IDS had also done it," he said.
He also did not think that the Federal Special Task Force (FSTF) was set up to take over the duty of the unit because if it were, the Settlement Unit would have been closed down.
Apart from the five main refugee settlement schemes, he said there were about 33 refugee villages throughout Sabah.
The unit did not include the refugee settlement scheme in Kampung Muslim Labuan after it became a Federal Territory, he said.
Right after that, Shim adjourned the proceeding due to an emergency, which was later found only to be a bomb scare.

Opposition only knows how to discredit

13th January, 2013
SANDAKAN: Opposition parties have been labelled as would-be politicians who are out of issues other than to discredit the good works done by the Barisan Nasional government.
Chief Minister Datuk Seri Musa Haji Aman said these groups of people were only good at stirring troubles as they have no concrete issues to fester on.
“They are only good at slandering and blaming the ruling government. Such attitude shows that they lack ideas which can benefit the people, while the government listens to the rakyat and comes up with ideas and implementing them for the good of the rakyat,” he said.
“We practise politics of development for the people who can differentiate the brand of politics undertaken by the opposition,” he said at a meet-the-people session with the folks of Sungai Manila held at Dewan Kompleks Penyayang Taman Cahaya, Mile 12, Jalan Labuk here yesterday.
Musa who is also the Sungai Sibuga Assemblyman said the years of positive development undertaken by BN for the people were never outlined by the opposition.
“The progress and development that we are enjoying in the State now are results of hard work undertaken by the Barisan Nasional government.
“When we made a promise, we will fulfil it. When we made a commitment, we will see it through,” he said adding that BN would not fool with the rakyat unlike the opposition.
“The opposition will promise the moon and the stars and they know they will not be able to deliver,” he added.
The people must think twice whether they could afford to experience a lull in progress if they decided to support the opposition, he said.
“But I can assure you that if you decide to support them, they will let you down in the future,” he added.
“The opposition will enter villages carrying with them all sorts of tales to fool the people,” Musa said adding that he was confident that most voters would not be hoodwinked.
He reminded the people to think of the various programmes for the rakyat introduced by the national leadership.
“It is not once but twice, the government is introducing the Bantuan Rakyat 1Malaysia,” he said adding that the assistance was for all eligible Malaysians regardless of their races.
Present were Libaran MP Datuk Juslie Ajirol, Gum-Gum Assemblyman Datuk Zakaria Mohd Edris and Sandakan Municipal Council president Datuk Ir James Wong.

Youth wings told to woo young voters

13th January, 2013
KOTA KINABALU: Sabah Barisan Nasional Youth wing must identify young voters to convince them to vote for the ruling party as the general election nears.
Its state chief Datuk Awang Kadin Tang said the wings must be able to map out their plans to woo the young voters especially those who are casting their votes for the first time.
“The first step is to identify their location and go to them. Our election machinery must have the necessary information and data for us to carry out this task,” he said.
According to him, for those who are not residing in their hometown as they might be working elsewhere, youth members must be able to communicate with them so that they would return home to cast their vote.
“Our election machinery must be oiled by now and the real work starts now,” he said at a gathering with State BN Youth wings from Keningau, Tenom and Pensiangan here yesterday.
Present were Keningau Upko youth chief Kenedy Datuk John Angian, and youth leaders from the three districts.
Awang Kadin said that it was important that youth wings in these three areas ensure that BN would win resoundingly in the elections.
“We must work even harder from now on. Barisan Nasional is a base for all communities including the Kadazan Dusun Murut (KDM),” he said.

'Grateful Sabahan voters will ensure good FD interests'

Published on: Wednesday, December 19, 2012
Kota Kinabalu: The Barisan Nasional (BN) is assured that its "fixed deposit" in Sabah will produce good interests after the coming general election.
Chief Minister Datuk Seri Musa Aman said this is because Sabahan voters are not only wise but also politically matured.
"And they are also known for being grateful," he said at the launching of the "1RT 1Komuniti" cum Rukun Tetangga Act 2012 at the State Assembly building, Tuesday.
He said the people in Sabah know which government could bring benefit and development to them.
"And they find that the BN is a good government and able to fulfil its promises. So, they know that it is useless to change the government," he said.
During the recent Umno General Assembly in Kuala Lumpur, he said, delegates from opposition-run states namely, Penang, Selangor, Kelantan and Kedah, complained that the opposition could not fulfil some of their promises.
Such promises are the RM100 monthly aid scheme for single mothers in Selangor, he said. The single mothers, he said, are in the course of suing the Selangor Government for its failure to give the aid to them.
To this, Musa warned the opposition not to meddle with the people in Sabah.
"Jangan cuba-cuba sebab orang Sabah ini pandai mengenang budi (Don't try because the people of Sabah know how to be grateful)," he said.
